Expired tags really have nothing to do with not having money...i used to work for a car rental and sometimes we'd have cars go out with expired tags because when the new tags arrived the car was already on rent or something...

Look, expired tags are a simple offense. Your uncle probably accidently has expired tags. Most people don't know if their tags are expired because they don't think of it. Parking tickets are usually issued for expired tags. Keep it moving.
