They don't mess around if your an "habitual offender". My friend gets fined a minimum of $1000 if he gets pulled over, because he's been pulled over for driving w/o a license about 6 times. He was in some serious debt with the county for a minute.

They say he didn't have the money, but don't you think once he started to get all of that paper, he would've paid it?!?!?!
