CONCORD, N.H. (AP) - Two years ago, New Hampshire refused to accept heating oil from Venezuelan President Hugo Chavez, the pro-Castro U.S. critic who once called President Bush "the devil." But with fuel prices rising, well, free oil is free oil.
With the state's blessing, New Hampshire residents will be receiving some of the fuel this winter.

New Hampshire becomes the last state in the Northeast to embrace the offer.

"A lot of people have said, `We need help and we value any help we can get,'" said Amy Ignatius, director of New Hampshire's office of energy and planning.

The oil giveaway will be managed by Citizens Energy, a nonprofit organization set up by former Massachusetts Rep. Joseph Kennedy to help the poor stay warm. But the state energy office plans to help Citizens publicize the aid and sign up fuel-oil dealers.

It is just the latest example of how rising oil prices have brought about an attitude adjustment in the U.S. Over the past few weeks, pressure has been growing in Washington and around the country to lift the federal ban on offshore drilling.

Back in 2006, when Chavez began offering free oil to Americans from Venezuela's government-controlled Citgo, New Hampshire's energy office contacted the Venezuelan Embassy about working out a deal.

But the idea galled some New Hampshire Republicans, including Sen. John Sununu, who called the it a "disgrace" and an attempt at grandstanding by Chavez, and Democratic Gov. John Lynch squelched the effort.

This year, though, "the state's role is to make sure people are aware of the program," Lynch spokesman Colin Manning said.

A lot has changed over the past two years. Back then, heating oil sold for about $2.50 per gallon in the Northeast. Last month, the average price was $4.61, with predictions of $5 per gallon oil by winter.

"The average tank is 250 to 275 gallons," Citizens spokeswoman Ashley Durmer said. "Filling it once is over $1,500. That is unfathomable that anyone can pay that price. If you have to fill the tank four times, it's going to be a devastating winter for a lot of people."

On Thursday, Sununu again criticized Chavez but said he has no problem with people or businesses accepting help from an independent nonprofit such as Citizens.

Sununu and other lawmakers around the Northeast are pressing for big increases in federal home heating aid. More than 6 million New England households rely on oil heat.

Bob Garside, president of the Oil Heat Council of New Hampshire, a trade group, predicted many of the state's 200 dealers will refuse to participate in the heating-oil giveaway. "In the past, it's been nothing but a ploy for Chavez," Garside said.

Bill Fuller, general manager of Fred Fuller Oil Co., disagreed. He began delivering fuel for Citizens last winter, when hundreds of New Hampshire residents who applied on their own, without state involvement, got 100 gallons free. Fuller said he plans to do it again.

"It's actually a pretty good program," he said. "We get a voucher. We fax it in and get money right away."

I'm hella late but umm. I agree with u though. Because the environment is depleting itself caused by human beings, the only way we could find ways to reduce using fuels and not depending on fuel, it has to start within the peoples (change agents) to make that step and progress on not depending on fuel to get around. Alternative resources besides natural resources because its all consumed. Nuff said on that topic.

But u asked about my lil bro.. The last u herd was probably when I was going for his court, well he got out.. Then just 2 weeks ago he got locked up again and this past week on wenseday he got out again. The jails out here are overcrowded so they let him out.. But u know what he has been very supportive of my well being, taking me to my leukemia treatments five days outta a week. besides that taking things one day at a time or else ill break down.

Starbucks done fucced up, their problem is they overbuilt to many damn coffee parlors and didnt notice the market trend was going downhill. I ain't surprise that their closing down their coffee shops, after doing numerouse reports on their corporation.

The economy is in a recession, people say its not but how can they say its not when all of a sudden they taxing us wayyy to much and the housing industry itself is in a slump, the financial industry have been bankrupting selling out cuz they loaned so much money to the peoples who couldn't afford their loans, they gave em loans cuz of sales and commission. All this is braught upon them selves failing to report their annual reports yearly, not monitoring, controling and implementing policies laws and regulations because their so full of shit that money makes the world go around and karma strikes right back.

Don't feel sorry for dem one bit but the peoles who worked hard for their earned dollars and put in work.

@ TupacFan, they're closing the Starbucks close to my house and the one underground by my job. I work Downtown so there are starbucks on every corner and not one of them are staying open. Starbucks used to be on the top 10 Forbes 100 Best Companies to Work For list, it's sad because thousands of people are going to be without jobs. They aren't closing all the locations, but they're closing 600 stores nationwide.
I feel like we are going thru a sequel of the Great Depression this shit is getting outta control, I need my lattes dammit!!!
First gas prices now this, damn man Im thinking about moving to Canada, lol.

I am so sorry to hear about you struggling with leukemia girl you almost bought tears to my eyes talking about giving up, never do that. I have a cousin that has sickle cell and she called me the other day saying she was tired of going to the doctor. Women like you, my cousin and adopefemalemc give me hope because whenever I start being ungreatful and complaining about something that didn't go my way I think of how many strong women I know that are making it in far worse situations and I count my blessings. Always remember someone out there has it worse than you. Listen to "Smile" by Tupac and Face and listen to the lyrics girl those words always makes me feel better when Im depressed, real talk.
And always remember sometimes it's important to go thru the storm so you will know how to appreciate the sun when it comes, it gets greater later ma, hold ya head.....

But yeah Ima be aight without my latte girl it was getting to the point where I only treated myself on paydays anyways, lol. The gas prices are so damn high I ride the train to work everyday and it's so super crowded. I got baptized two Sundays ago for the very first time so I can get right with God because I do feel like we are living in our last days and I wanna make sure I get to meet Pac and see my loved ones again.

But this is why I come to this site, I always learn stuff and I mean it's crazy because most people don't realize how smart my generation is, lol, 80s babies stand up!!!!!!
Im not to sure about the ones coming up these days tho, they're crazy as hell, killing their parents and shit, I don't know what to say about todays youth.

I appreciate the time taken to show ur concern or address my illness and I'm sorry to hear about ur cuzines sickle cell. She be okay, although Its a lifetime disease but as long as she's still here is what matters right? That song smile by PAC and scarface is one of my faves. Listening to pacs music has been my thearpy, and I'm probably one of his biggest, loyal die heart fan! LOL (imma see u PAC). Its so big of u to tell me not to give up, having to go to chemotherapy, radation therapy, sound thearpy, aroma therapy, the flower essence therapy, and individual thearpy has been a burden on me. The thought of losing ur hair is summin else, I'm actually thinking of balding it and have my natural hair transformed into a wig because imma need one. Stuff like this has been an emotional strain, the thought of leaving my two kids into some strangers hand is very hard to imagine.. And the people that love me, I never wanted to hurt dem but my emotions have been taking over me and I'm just pissed off at the world. How dare u allow me to have kids and then take me away from them? How dare u, that leukemia is real and only outta 100% only 10% surives? Dame.. Its taking a toll on me ESP. Today. Omg I just spilled out to u smh. Thats why I'm suppose to attend support groups but I refuse.

I was reading everything you wrote, and it was just breaking my heart lil mama. I get on here and kid around with folks and everything, but it's that REAL sh*t that hits you and hits close to home. I promise, as soon as I log off here very shortly, I'm sending that your way with a big hug. You just keep ya head up as your favorite artist would say. LIke you, and probably MOST people on AHH (if they're sane! Lol), PAC is and will always be my favorite artist. Namely, because he is just REAL. Period. At his purest, he was a walking, talking, and breathing contradiction, which just made him even MORE human, and even MORE like us. He could speak to your soul, whether you were a straight lace, hard working individual, a mother going through raising a child by yourself, a stripper trying to get something else in this world, a drug dealer trying to get off the street, an artist, activist, preacher, teacher....didn't matter.

So Dr. Dre's daughter Manaj has finally released her DVD with hopes of becoming a big time hardcore rapper. It is supposed to track her challenges as a newbie artist and put a little light on what it was like to grow up Dre. According to her convo in the trailer, her famous father won't help her but is out there helping everyone else. I wonder how deep the expose is going to get. It's not like Dre is a media whore. I really hope she respects the parental unit.

Now, here are a couple things we can take from the trailer and some of the pics floating around connected to this project:

Manaj is a little on the hood side.
