ICP Takes Legal Action Against FBI Over Gang Report

(AllHipHop News) Throughout the years, Insane Clown Posse has battled rappers like Eminem and Kid Rock, but they may face their biggest challenge to date – the FBI.

ICP, and the group’s imprint Psychopathic Records have hired legal counsel to pursue injunctive relief against the FBI, over the National Gang Intelligence Center’s 2011 National Gang Threat Assessment Report.

The report labeled Insane Clown Posse’s fanbase, commonly known as Juggalos, as a gang.

Some of the fans, who dress up as clowns, have been accused of various crimes, ranging from simple assault to murder.

According to the 2011 report issued by the FBI, the Juggalos have officially been branded as a fast expanding gang of thugs in over 21 states, on par with Bloods, Crips, Latin Kings, Aryan Brotherhood and others.

Insane Clown Posse made the announcement in Cave-In-Rock, Illinois, the site of their 13th annual “Gathering of the Juggalos” music festival.

“It’s been almost a year since Juggalos were put on the National Gang Threat Assessment and we are hearing too many stories from our fans about the trouble it’s causing them,” ICP’s Shaggy 2 Dope (born Joseph Utsler) said. “Just because you like a music group, doesn’t make you a criminal.”

Insane Clown Posse and Psychopathic Records has hired Howard Hertz of Hertz Schram PC.

“We are seeking individual Juggalos whose rights have been violated as a result of the mistaken belief that they are a ‘gang member,’”

“If you or someone you know has suffered any negative consequence with an employer, governmental representative, including law enforcement, border patrol, airline security, or other local, state or federal governmental agency or employee as a result of your status as a Juggalo, we want to know about it,” Howard Hertz said.

The group has launched a website,, for fans to stay abreast of developments in their pending case against the FBI.

“We’re not attacking the FBI, but they got this wrong. The Juggalos are not a gang, and that needs to be fixed,” said Violent J (Joseph Bruce).

The group’s lawyer Howard Hertz said he was seeking fans to fill out an online questionnaire, if they had experienced any of the following:

1. Stopped by Border Patrol (U.S., Canadian or otherwise)
2. Stopped or denied ability to fly on an airline
3. Increased criminal sentencing or denial of parole
4. Transfer of a juvenile criminal offender from juvenile court to circuit (“adult”) court
5. Denial of job opportunity, loss of employment
6. Denial of permit to march, boycott, assemble
7. Denial of a vendor to sell Juggalo merchandise
8. An injunction preventing the Juggalos from congregating in any area, wearing Juggalo clothing, displaying tattoos
9. Pulled over or detained by law enforcement
10. Any other denial of a right, liberty, property”

    I remember in these guys popularity they had a video on much, mtv extra. And in the video there was one black chick. Now that wasn’t the weird part, but at the end of the video they throw her in the garbage. Now it coulda been a color blind thing and she was there friend or something but you would think that someone woulda said something like… “eh man this might look a but weird”. I mean there from detroit and are obviously hip hop fans but it was just a weird thing to do.

    I gotta side with them on this. I mean, In my opinion, “Juggalos” are the corniest fan base in all of hip hop bar none. A bunch of obsessive compulsive weird kids who sheepishly follow one of the worst rap groups to ever pick up a microphone. I’ve met a few of them kids through the years and I really have a hard time fighting back the urge to laugh directly at them when they voice an opinion on anything music related, and respond “NOBODY CARES ABOUT YOUR OPINION LIL BUDDY, YOU LISTEN TO ICP!!”

    That said, them kids are no more a “Street Gang” then the Marilyn Manson kids who sit around wearing nylon stockings and cutting themselves, its like saying the Grateful dead fans who all identify themselves by wearing tye dye T-shirts are in a drug dealing cartel just because you can find Acid at their concerts. A few troublemakers shouldn’t be reason enough to label a musicians entire fan base as a criminal organization.

    The FBI needs to do something else with their time…… I wonder,how much funding you think has gone into this investigation??

    A lot of these fans, that all hangout together actually think they are in gangs.. in the town I grew up in there were a bunch of fans that called themselves “Sick Juggalo Crew” (lol) “SJC”. And they wore the color purple, and purple bandannas over their clown make-up. now correct me if I’m wrong but if they think they are on the same lines as “bloods” and “crips” then I’m pretty sure that’s basically the definition of a gang, without anyone being near smart enough to have their crimes organized at all.. so in my opinion, they are bringing this shit upon themselves, let them lay in their own graves, FBI is not wrong on their assessment.

    Ive been a juggalo since 99. with icp its not about them rapping and being lyrically gifted .im a hip hop head to the bone. it was what they were saying that made me realize its other people out there just like me who feels the same way i do about a lot of things in this world. im a 34 6’6 350lbs black guy from Richmond VA.they talk about life and how things are wrong with it like prejudice, spousal abuse, rich people who dont care about the people that made them rich (the working man and woman)if you get passed the face paint and lack of multi syllable rhyme patterns u will hear things you probably have thought about and rarely heard people make songs about.

    it kills me that music about women, drugs, and money is more respected because its so expected. cats like waka and others like him say nothing and there influencing these kids in every way possible.these well respected rappers that everyone loves rap about the money you give them and you love it. icp dropped 2 albums and 100% of profit went to charity. who does that that you listen to. Catrina doesn’t count. and ive been to dozens of icp concerts and its amazing all the love thats in there. have you ever seen anybody hitch hike to a waka concert from jersey to va.with no money. and a fan that was there that nite from nc said ill take you home for free. because were family

      I doubt i’ll listen to icp in the next 50 yrs or so,but I applaud you for finding something that makes you a better person and has some sort of positive effect on your life…however..i just can’t get over the fact that these guys where gimmick rappers at best..maybe they you dude..that’s all you can do nowadays anyway..
